What does “hydrogen water” mean?

Doesn’t water already contain hydrogen because it is H₂O?

While water does contain hydrogen, it is chemically bound to oxygen. For biological effects, hydrogen must be present as free molecular hydrogen (H₂), not as part of the H₂O molecule.

Is hydrogen water alkaline?
